Degraded rsync.gentoo.org experience for some users.

rsync.gentoo.org offers rsync service by default to gentoo users who do not configure a more specific SYNC variable. On 2020-08-12 the rotation lost a node (boobie.gentoo.org.) The rsync.gentoo.org service uses geo-ip and views to offer a node closest to clients. For some clients (particularly clients in the Americas) the loss of boobie meant only a single node was available for those users. This node was also shared with Europe users and it was overwhelmed with traffic. The result is that many users experienced problems syncing the tree (emerge --sync or similar commands) because the busy node would often reject new sync attempts due to high load. Today (2020-08-24) we increased the number of nodes for Europe and America to address the problem.
